INVESTMENT PROJECTS EXPERT AT THE ADVISORY HUB
Position - at Advisory Hub
KEY RESPONSIBILITIES
Advise project promoters throughout all stages of project development, from concept refinement to the preparation of investment projects that meet the requirements of financial institutions.
Prepare and assess feasibility studies, cost-benefit analyses (CBA), financial models, and socioeconomic impact assessments.
Provide expert support on project financial viability, structuring, and risk management matters.
Identify the most suitable sources of financing for project implementation, including EU programmes (InvestEU, CEF, etc.) and international financial institutions (EIB, EBRD, etc.), and advise project promoters on attracting and securing such funding.
Contribute to the development of the Expert Consultation Centre’s services, methodological framework, standards, and quality assurance principles.
Collaborate with government institutions, municipalities, financial market participants, and international partners in developing technical assistance and capacity-building programmes.
WE EXPECT YOU TO
Hold a university degree in Economics, Finance, or another relevant field.
Have at least 5 years of professional experience in investment project preparation, structuring, evaluation, or advisory services.
Possess significant hands-on experience working with large-scale public infrastructure investment projects (transport, energy, social infrastructure, defence, or other sectors).
Have a strong understanding of the project lifecycle, feasibility study preparation, cost-benefit analysis, financial modelling, and financial viability assessment.
Have experience collaborating with international financial institutions and/or EU funding programmes.
Demonstrate strong analytical and strategic thinking skills, with the ability to independently deliver and/or manage multiple projects or initiatives simultaneously and coordinate the work of multidisciplinary and interinstitutional teams.
Be fluent in Lithuanian and English (English proficiency at C1 level or higher).
THE FOLLOWING WOULD BE CONSIDERED AN ADVANTAGE
Experience in the application and/or assessment of State aid rules.
Experience in preparing or implementing Public-Private Partnership (PPP) projects.
Experience in public procurement advisory services and/or procurement implementation.

REMUNERATION
Monthly gross salary ranging from EUR 4,664 to EUR 6,996.
The specific salary offer will depend on your professional experience and competencies.
Employees may be eligible for a variable remuneration component, the amount and payment conditions of which are determined in accordance with ILTE’s remuneration and/or performance evaluation policy.
